feat(p2p): add integration tests for production scenarios
16 integration tests covering:
- Rate limiting per-peer isolation
- Store-and-forward for offline peers
- Message deduplication
- Envelope V2 signatures, forwarding, broadcast
- Metrics tracking and snapshots
- Config validation and TOML roundtrip
- Shutdown coordination with task tracking
- Concurrent store access safety
- GC of expired messages
Total tests: 205 (189 lib + 16 integration)
